OPI Fall 2016 Washington DC Collection: Review and Swatches

Disclaimer: The products featured were provided for review.
For Fall 2016, OPI has released a sophisticated polish collection in collaboration with Kerry Washington, known for her TV role in "Scandal", a political drama set in Washington. Inspired by the capital city, the OPI Washington DC Collection is full of lush and rich creams that scream fall. To see swatches and reviews of all the shades, click.......

Kerry Blossom (Limited Edition):
A deep blackened plum cream, Kerry Blossom is slightly sheer, especially given how dark it is. I used two coats for the swatches below but the coverage wasn't completely opaque.
Kerry Blossom, two coats with no top coat.
"Liv" in the Gray (Limited Edition):
Named after Washington's character Olivia on "Scandal", "Liv" in the Gray is a solid dark gray with a tinge of blue. The polish is very pigmented but it's not as self-leveling as I would like it to be.
"Liv" in the Gray, two coats with no coat.
Inside the ISABELLEtway:
Named after Washington's daughter Isabelle, this is a light brown cream. The polish is slightly sheer; I needed three coats for the swatches below.
Inside the ISABELLEtway, three coats with no top coat.
Shh... It's Top Secret!:
This is a super deep brown-black. The formulation is a bit sheer but two coats give a nice coverage.
Shh... It's Top Secret!, two coats with no top coat.
Squeaker of the House:
This is a milky chocolate brown cream. Again, the formulation is just a tad sheer. I had to go in for a third coat on a couple of nails to ensure a full coverage.
Squeaker of the House, two to three coats.
Yank My Doodle:
A nice burnt orange, Yank My Doodle is another fairly sheer polish. I needed three coats on a few nails for an even and opaque coverage.
Yank My Doodle, two to three coats.
Freedom of Peach:
A creamy orange, Freedom of Peach is again a slightly sheer shade. I needed three coats on a few nails and there was still some streaking.
Freedom of Peach, two to three coats.
Never a Dulles Moment:
A creamy warm yellow, Never a Dulles Moment is yet another slightly sheer color. The formulation is smooth and easy to apply but I needed three coats for the swatches below.
Never a Dulles Moment, three coat with no top coat.
Pale to the Chief:
A soft creamy nude with a hint of shimmer, Pale to the Chief is probably the most difficult shade out of the collection. The polish is sheer as expected but it was also strangely thick, making application quite a pain. This is the only shade that I needed to apply a top coat in order for it to look halfway decent.
Pale to the Chief, four coats with top coat.
We the Female:
This is a deep oxblood cream. The formulation is nice and pigmented but slightly thick.
We the Female, two coats with no top coat.
OPI by Popular Vote:
Gorgeous deep rosy red, OPI by Popular Vote is very pigmented. The polish is not super self-leveling so it could definitely use a top coat.
OPI by Popular Vote, two coats with no top coat.
Madam President:
A gorgeous deep hot pink, Madam President is definitely the standout shade in this collection. The formulation is buttery and pigmented, I used two coats for the swatches below.
Madam President, two coats with no top coat.
CIA=Color Is Awesome:
A deep and dusky teal, CIA=Color is Awesome is rich and pigmented; I used two coats for the swatches below.
CIA=Color Is Awesome, two coats with no top coat.
Stay Off the Lawn!:
A lovely hunter green, Stay Off the Lawn! is another rich and saturated shade. I used two coats for the swatches below.
Stay Off the Lawn!, two coats with no top coat.
Suzi-The First Lady of Nails:
A fall-friendly olive green, this shade is slightly sheer. I needed three coats for a few nails to obtain a full coverage.
Suzi-The First Lady of Nails, two to three coats with no top coat.
Overall, this is definitely a very fall-themed collection. If you love the more subdued browns, berries, and greens, then you'd really enjoy this collection. With that said, I feel that quite a number of the shades could have definitely used a more pigmented formulation. Given how we aren't dealings with neons or pastels, the sheer formulation was a bit puzzling. My pick out of the bunch are Madam President (hot pink), OPI by Popular Vote (deep rosy red), CIA=Color Is Awesome (deep teal), and Stay Off the Lawn! (hunter green).

Availability:
OPI is available at select salons and The Bay, Macy's, Dillard's, Ulta, and Ulta.com.
